No, but it probably will be. The vote to pass the queen's speech is sometime next week and by then both government and supportive partner will make sure it is in place - they both have need for it to be so, so it is highly likely to happen.

Not the way it is being presented here Av. There has been a degree of capitulation over the 'Order of business' arrangements, but as one business leader here said, so what? It's all got to be done anyway so the order - be it the divorce bill or the legal wranglings etc coming first - is of minimal significance. May has taken some sound advice I heard knocking about the political debate some while ago, and backfooted Europe by giving a unilateral assurance to EU citizens living in the UK that their rights of abode, employment and care etc are guaranteed. This will place pressure on Europe to do the same for UK nationals living within their boarders - or risk looking very churlish indeed. Merkel has already responded very positively to this, as well she should. It's a very important thing for EU residents here and Brits abroad to feel secure in the countries they live in and they don't deserve to be used as bargaining chips in a game of give and take at the negotiating level.

Something of a mistake on my part, I posted above that the offer to EU nationals living in the UK made by Theresa May was unilateral - apparently it isn't. It is tied to reciprocal conditions being offered to UK nationals living in EU countries, and only applies to those residents who have lived in the UK for five years or longer. The EU response has been less than enthusiastic, essentially saying that they don't think it's up to the spirit of the thing, which I tend to agree with. Two years of occupancy in full employment or five if in receipt of benefits at any point would be a fairer level to set the bar at, with no demand for reciprocity; this I think would send out the correct message to the EU negotiators, that the UK is willing to compromise and serious about finding that non zero sum result from which we all emerge the better.

Tory grandee Chris Patton, on Peston's talk show this morning was less than optimistic about May's chances of survival in the long term. He described the situation as "a dog's breakfast" from which the Tories had no plan in place in respect of how to emerge from. If he's correct (and the Sunday papers as well) their could be a Tory leadership challenge and/or a general election sooner rather than later.

Yeah, what I saw was the EU guys saying that those guarantees should go without saying, and shouldn't even form part of the negotiating.

Gabriel took a more negative view, saying: "I am not celebrating yet... I personally can imagine no other result than that European nationals who currently live in Britain as European citizens be allowed to stay, that is the minimum."

Well the 'confidence and support' deal with the DUP seems to be in place - just in time for the vote to ratify the Queen's Speech in the commons, but in what some commentators are referring to as a straight bung, it comes with the promise of a billion quids worth of extra spending in NI over the next two years. All the other parties in NI will be happy about that, but they won't make the arrangement sit easily and I'd have at least some doubt as to it's lasting the course of the two year parliament. Still - May has her working majority (just about) and should be able to get down to business fairly quickly now. Just to let her know however, in the words of Sting - every twist you make, every vow you break, every smile you fake ......... I'll be watching you! Wink
